Jorge Rojas
Chairman of the Board
An Electrical Engineer from Christian Brothers University, Tennessee, US; subsequently earned a Master of Science degree in Electrical Engineering from the University of Tennessee and completed the Senior Management Program at Harvard Business School. Mr. Rojas has a track record of more than 40 in inelectra. Mr. Rojas joined the company in 1975 as Consultant, and since that date has held several positions and responsibilities, such as the Project Management for the Caracas Metro Integral Construction System, as Vice-Chairman for the Administration Board and, finally, as Chairman of the Board, a function which he originally performed until 1998. Upon ending his term, he went on to actively work in the company as an Advisory Committee Member. In addition, Mr. Rojas is the Chairman of the Board of Inepetrol, as well as a member of other organizations related to the domestic oil sector, thus providing an invaluable experience in the area where he is currently working, as Chairman of the Board, rendering services to all inelectra partners and customers.
Ezequiel Puterman
Board Member, CEO
Joined inelectra in 1985, where he held management and executive positions until becoming vice president of the North America and Caribbean Business Unit with responsibility for sales and project execution. He was vice president of the Construction Division dealing with contracting, health, safety and environment, and direct execution of lump sum projects in the petroleum and petrochemical industry in Venezuela, Colombia, Mexico, Argentina and Trinidad & Tobago. In 2010 he was assigned to inelectra International as Senior Vice President of the EPC Projects Business Unit managing their associated value chain, including alliances, business development, bids and project results in Mexico, Colombia, Peru and Argentina. He was also Senior Vice President of Proposals for Latin America. In 2012 he returned to inelectra as vice president of Business Development to ensure compliance with the sales plan and relations with third parties. He later joined the Board of Directors. He is a mechanical engineer graduating from Simón Bolívar University of Caracas in 1985. In 1999 he completed the Management Program for Engineers at the Institute of Advanced Management Studies (IESA).
Stelvio Di Cecco
Board Member
Joined inelectra in 1985. He has held several management and executive positions in the projects area and, fundamentally, in the Finance Division of Engineering and Construction, where he was director for integrated management of the Comptroller and Administration departments. During his career trajectory in the company, he was appointed executive vice president of Corporate Finance, vice president of the Finance and Shared Services Unit, and member of the Board of Directors. In the period 2010-2012 he shared his responsibilities in inelectra holding the positions of vice president of Finance and member of the Board of Directors in Petronova Inc. In June 2017 he became president of the Board of Directors, position he held until June 2019. He is an electrical engineer graduating from Simón Bolívar University in 1978. In 1995 he completed his Master’s Degree in Finance at the Metropolitan University of Caracas and in 2001 graduated with a Master of Business Administration (MBA) at the University of Dallas, USA.
César Millán
Board Member
Electrical Engineer from the Central University of Venezuela, with an almost 50 year track record in inelectra. Mr. Millan joined the company as Major Project Director, a position which brought him to lead a significant number of Lump Sum Engineering, Procurement and Construction projects in the oil and petrochemical sectors in Venezuela, Colombia, and Argentina. Later on, he held other significant responsibilities, becoming an Advisory Committee Member and, even, holding the inelectra President position for two periods: from 1988 through 1993 and from 2009 through 2012..
Antonio J. Vincentelli
Board Member
He has an important track record in inelectra holding senior positions. He became a member of the Board of Directors in 1983 and, later, president of the Board of Directors and executive president of the corporation during the period 1998-2004. He has been member of the Board of Directors of Inepetrol since the company was founded by inelectra in 1997, and president of the Board of Directors and executive president since 2004. He has extensive experience with more than 30 years working for the oil industry and notable expertise in development of upstream oil and gas facilities on land and offshore. He graduated Magna Cum Laude as an Electrical Engineer and Computer Engineer from the University of Michigan (USA) and obtained a Master’s Degree in Power Systems in 1974. He completed the Advanced Management Program at Harvard in 1994. He was president of the Petroleum Chamber of Venezuela from 2004 to 2008.
Ricardo Halfen
Board Member
Economist graduated from Andrés Bello Catholic University in 1996. A year later, he completed his Master’s Degree in Economic Engineering Systems and Operations Research (MS in EES&OR) from Stanford University, USA. In 2000 he completed his Master of Business Administration (MBA) at Columbia Business School, USA. He joined inelectra in 1997 as an analyst in the New Business department. In 2006, he became a member of the Board of Directors, a position he has held to date. He is also a director of Inepetrol and Petronova, both founded by inelectra.
Ignacio Pulido
Board Member
He is a seasoned management consultant, with over 25 years of experience, skilled in corporate and business strategy formulation and implementation, serving leading multinational and local mass-consumer -products corporations throughout the Andean, Central America and Mexico regions. For years, he worked for Booz, Allen & Hamilton, which he left to found Advantis where he also is Partner and Director. Currently, he serves as external Board member at several companies and Fundacion Mendoza, in Venezuela. Ignacio holds Cum Laude bachelors’ degrees in Systems engineering and Business Administration, Caracas Metropolitan University, Masters ‘degrees in Systems, Business Administration from Caracas Metropolitan University, and he completed an MBA at MIT’s Sloan School of Management.

He was the Manager and Director of EPC Projects in Colombia and Argentina, including PMC for the modernization of the Talara Refinery in Peru, PMC New Cupiagua Gas Plant Project, Ecopetrol, Cupiagua, Recovery of Relief Gases to the Fuel Gas System of the La Plata Refinery, Repsol. EPC and Commissioning. He also served as Vice President of the EPC’s Business Unit and currently serves as Country Manager for Mexico, responsible for the company’s operations in the country. Before joining inelectra, he worked for more than 28 years executing EPCs projects at the José and Morón petrochemical complexes in Venezuela. He is a mechanical engineer from the University of Zulia in Venezuela and has a master’s degree in civil and structural engineering from Stanford University, USA. He also has a diploma in Management from the Institute for Higher Studies in Administration (IESA) in Venezuela.
Deisy Briceño
Vice President of Finance
Joined inelectra in 1991 and is currently Vice President of Finance, responsible for the Treasury, Procurement and SAP units. She has led several management positions in the areas of international business and project control, strategic planning and risk management. She is an industrial engineer graduated from the Andrés Bello Catholic University with a Masters degree in Business Administration (UCAB) and a Masters Degree in Operations Management (IESA), with extensive knowledge and vast experience in management and control, including Engineering, Procurement (supplies) and Construction projects (EPC), comptroller of international projects, internal audit of administrative and financial processes, design and implementation of business management systems within the services sector for the energy and infrastructure industry.

joined inelectra in 1986 where she has followed a professional trajectory that includes technical and managerial positions in various disciplines for major projects and is currently vice president of the Projects Unit. She graduated as Mechanical Engineer from Simón Bolívar University in 1985, with a specialization in Business Management from the same university.

Vice President of Human Resources
Human Resources professional with over 30 years of experience in planning, direction, organization, and control of management subsystems, recruitment and selection, training and development, compensation, and benefits. She assumes the Vice Presidency of Human Resources for inelectra in 2023. She has a degree in Human Resources Administration, with an International Diploma in Integral Management of Human Capital from the UN/UNESCO, and a Master’s Degree in Senior Management and Business Strategic Management at the International Institute of Global Studies for Human Development, European Union.
Gabriel Hernández
Vice President of Business Development
Lawyer, with over 20 years of experience supporting business development for foreign investments in the mining and energy sectors with international companies such as SIEMENS (Power Generations, Transportation Systems AND Oil & Gas divisions) ; TNK BP (Executive Director for Business Support) y ROSNEFT (Executive Director of Contract Administration and Government Affairs). Joined inelectra in 2021. He has a degree in Commercial Law from Santa María University (USM), participated in the VI Edition of the Management Development Program for Lawyers at the Andrés Bello Catholic University (UCAB) as well as the IX International Program of Management of the Hydrocarbons Business in the Instituto de Estudios Superiores de Administración (IESA) in Caracas, Venezuela, in addition to complementary studies in Petroleum at the University of Austin, Texas.
Mariela Brandt
Proposals Director
Graduated from Metropolitan University in Electrical Engineering and has a Master’s Degree in Finance from the same university. She started in inelectra as a Leader of Discipline in the Department of Studies in 2001. Later she assumed the challenge of being in front of the Commercial Management until 2006, and the next ten years she worked as Business Development Manager, until finally was promoted to her current position as Project Director.
María Magdalena Morillo
Procurement Director
Materials Engineer graduated from Simón Bolívar University, takes on the responsibility of the Direction of Procurement of inelectra in 2018. She has almost 30 years of experience in the area, and was part of organizations such as Intevep S.A., Jantesa S.A., Bitúmenes del Orinoco A.C. and Petrobras Energía S.A. She joined inelectra in 2007, and since then has held various coordination, technical and managerial positions, highlighting her extensive experience in planning, monitoring and management for oil and electric projects.
Cristian López
Business Development Director- Mexico
Mr. Lopez is a civil engineer with more than 20 years of experience. Has supported the creation of new business opportunities in the O&G, electricity generation, and industrial sectors, managing multidisciplinary teams during the development of public and private tenders and private tenders and participating in due diligence processes, mergers, and acquisitions of new companies.
He studied Civil Engineering at the National Autonomous University of Mexico (UNAM), completed a Diploma in Corporate Finance at the Banking and Commercial School (EBC). He has participated in several courses at CH2M HILL University (Denver Colorado): Ethics and Business Conduct, Sales Leadership, Leveraging Enterprise Recourses, Successful Approach Strategy, Foundation of BD, Introduction to Program Management, Program Management Tools Overview.
